According to a recent article in the San Francisco Chronicle, the Transportation Security Agency (TSA) does not have a specific policy that covers sex toys; its general policy does address what things you can travel with that fit the profile of some sex toys.

When purchasing sex toys look for ones that are discrete. This means if someone were to accidentally stumble on it they wouldn't know it was a sex toy. Many dildos and probes are shaped to resemble artwork or other whimsical items. If you don't mind inserting something shaped like a flower, alien, or a piece of fruit it might be worth buying just so you can travel with it.
